Before you try anything more with drivers, press the "auto calibrate" button on your monitor to see if the screen will correct where the picture should be.
If that doesn't do anything, did you get the latest drivers from here?
Try uninstalling your graphics card drivers (from the control panel) and re-installing the new ones from above.

redhunter, If you paste the print screen into paint and it doesn't show the problem that you are having, Do you have a digital camera, or a camera phone that can send pictures to the computer with? As then you can take a picture of what you see on the monitor.

Do you have the original driver disk that came with the card? You could uninstall your current drivers and re-install the old one.
