Opinion on DDR3 for new build

Hi I am planing on a new build in a month or two. All I need is a board, CPU and Ram if I go with DDR3 set up. So I am looking at OCZ. http://www.newegg.com/Product/Product.aspx?Item=N82E16820227285
This ram is design for water cooling and I don't think I'll do water cooling but I just mite in the future though, what I like is the timing is low and the speed is 1600 and the price in right too. So is it worth getting even though I'm not going to use water cooling and will it still stay cool enough with out water for some OC'ing??

Edit: I for got to mention, any suggestion on other ram, so I can see what other people use.

If you want to plan for water cooling in the future I would go with that kit or any corsair core i7 kit as you can add a water cooler to their core i7 and GT series for $59.99 at anytime - https://shop.corsair.com/store/item_view.aspx?id=833087

That cooler looks pretty good I seen it on your other thread and the price isn't to bad ether.
So even though it's for water it wont hurt it to use it with air for a while??

Thanks for the info, that is rely good timing, speed, and voltage, but do to finances I'm having to go with 4GB instead.
