Im having some troubles trying to run maintenance programs on my mac that is running OSX 10.4.11
I was trying to get IceClean to run but everytime i double click it it comes up and just disappears with nothing happening, im not sure if its because the Admin settings arent right or what.

Maybe it's incompatible with the OS X version you are using? Try using the free utilities Cocktail or Onyx.
