I was thinking of trying a dual boot situation using two partitions on one HDD. My plan was to have boot option one as my main...surf the net keep pictures etc. the second would be for my games only...no quicktime reader, Adobe etc. to improve performance by making sure there are no uneccessary apps running while playing a game. Would this work?

To some degree, yes, it would.

But in the age of multi core CPU's and GB's of system memory, its not going to be a whole lot of performance you gain.

I suppose this idea would also stop heavy handed DRM's from messing with the rest of your day to day windows activities.

So would this be as simply to implement as just installing windows XP on the second partition? Would I run into any activations problems with windows on the second install? Also would i have problems with internet access ..IP address etc.??

Dual boot really is that easy, once you have installed it to the second partition, when you boot up you'll get a new screen during boot asking which OS you want to boot to (windows XP, or windows XP, lol).

Windows will assume it's the same machine and it's a reinstall if you are using the same copy, and if the hardware is mostly the same as the last time you activated you wont run into problems there.

Configure the settings the same as on the first install for network/internet access and you wont have any problems their either.
