I have but its rare, but more specificly what I saw was the second post from cyberneticimplant, and as i remember the PSU he has was rather noisy when I tested it before. But I agree artifacts would usually be bad memory on the Video card or a resource conflict.

Have you solved this issue?
If not have you looked at your PSU, its marginal for the system configuration you gave, can you barrow one from a friend that has at least 18 Amps on the 12 Volt Rail to test?

Probably a good excuse raising the price, but as I remember most of the crude oil coming from Alaska goes elsewhere. So I doubt it will make a real difference.

The biggest jump in performance next to a CPU upgrade with that system would be with Two 1.0 Gig modules Newegg has Corsair Value Select for 144.00 or Twinx2048-3200 for about 229.00. The Value Select would be the best bang for the Buck.

DDR1 prices will continue to rise or stay where they are because of supply and demand, but DDR2 will be more competitive because the pending release of DDR3. IC Memory makes don’t want to get stuck with inventory of DDR2. The price will be very volatile over the next few months depending on supply...

That is not always true with OEM especially with Dell systems as they will often time's restrict the Bios to keep is smaller in size and normally they will not include all of the Information needed to use a faster module. I would suggest using a module that is spec'ed for your system.
