Have you scanned the drive for bad sectors? I'd try that first & choose the option to repair. If you've done this already, try reformat via a bootable linux distro like gparted or even Ubuntu. A TEC should give sub-zero temps & it should be external & pull <100W or more. Anything less is just for show.

They are probably using registry & memory tweaks, a quick Google search brings up some forum threads. I haven't read any of them, but I remember doing it back in the day and you can get a nice boost in points.

Do they have the same GFX card? As with cuda etc. the card takes a lot of that load too. An extra ~ 1000 points is a lot though.
I'd run & compare other benchmarks to test each component; cpu, memory & hdd. This way you can identify the culprit.
