GIMP should be able to handle all of your filtering needs, might give that a try before spending a lot of money on something you may not need. If you need to open RAW files try the UFRaw plugin.
Might also try CinePaint, which is a fork of the GIMP, as it handles up to 32bit per-channel images.

I agree it is kind of frustrating at first because their is hardly ever one 'right' way of doing things in Linux like there is in Windows. Usually the methods will range from rudimentary hacks to CLI tools to fully integrated GUIs but once you get used to that it gives you a lot of freedom as well. ...

Torrents in and of themselves are not illegal, for example Ubuntu uses them as their main form of distribution and a few bands have even released their records via torrents (ie Nine Inch Nails and Radiohead) so I think as long as you keep on the subject of the torrent client and not anything naughty...
