Car Amp... Dead Or Something Else? *Solved*

The amp in my car decided to stop working. The under hood fuse and the fuse in the amp are both fine. I pulled out my multimeter and the power and ground going into my amp are registering .98V, should be 12V. I have a 1 farad capacitor hooked up. Do they go bad and if so how would I know? I haven't tried to power the amp straight from the battery to rule out the capacitor yet. Is there a way I can test the under hood fuse and capacitor with my multimeter?

*EDIT*
Just found a spare under hood fuse and swapped it out. Back in business. The fuse is still intact so I guess the connection was loose.
