Its getting cheaper same reason anything gets cheaper. Look at PC's.

Rapid proto work is getting better as its is cheaper than alternatives. In the past whole molds would have to be made or someone would have to machine a part out just to hold it. Now print it. Depending on the resolution you want, and how long you want it to last will determine how long to print and how much it will cost.

Hell I can build a 3D printer if I wanted to. There are many open source projects, the best at the moment is the RepRap project. http://www.reprap.org/wiki/RepRap

so if you have a little bit of knowledge in 3d cadding, and have a printer the sky is the limit.
