OS reading oddly

Hi, I'm not sure if this is the rite place to put this thread but I am curious to now why my os reads my CPU at 4.17 when it is clocked at 3.7 as you can see in the pic what I mean, and is it something to worry about or not? I was all so wandering on the 3D Mark what dos internal clock maximum is for???

It is not seeing the lowered multiplier. It is reading it at 462x9 instead of 462x8. I have had that issue before and its nothing to worry about.
