Windows 10 Gets 'Free' Upgrade Rule Change

I'm finally going to convert 1 of my PC's over to Win10.
Its time to see for myself if its worth converting and then this comes along!
According to Forbes.com If you have the latest version of Win10 Home(v. 1511)
You can use this Product Key(VK7JG-NPHTM-C97JM-9MPGT-3V66T) to upgrade your Win10 to Pro!
The only thing I dont quite understand is this paragraph....
So does this really mean its not actually free?

The only thing I dont quite understand is this paragraph....
After this your system will automatically begin the upgrade process to Windows 10 Pro. So why do I say ‘Free’? Because while Microsoft is freely giving out the key it stresses this only permits the upgrade to be carried out, it doesn’t give you a free copy – that still needs to be Activated and that then prompts the user for payment.
So does this really mean its not actually free?
