Is it okay to sand my processor with a scouring pad, the thing you use to scrub your dishes with?

NO!!!!! First of all, it probably wouldn't do anything. Second, if you have already used it, there are chemicals like soap that would not be good for your CPU on it.
When it comes to lapping a CPU, you have to be extremely careful. There are professional lapping kits out there that come with a great range of sandpaper, a lapping surface (piece of glass), and thermal paste, they also have instructions as to how to lap things. If you don't want to spend the $8 for a kit, I would recommend going to Home depot etc and buying 600 grit sandpaper (the minimum you should use for lapping) and some "Goof Off" for cleaning it after you lap it.
When lapping you either want to use a spare mobo socket (to keep the pins clean and to keep from bending them) or some electrical tape around the pins, you want to make sure no water, cleaner, or metal particles ever get in with your pins.

You will also want an antistatic bag to wrape the pins in that way any static charge generated by the metal moving against the sandpaper will not kill your cpu. Start with 600grit > 800 > 1000 > 1500 > 2000 and then use the goo off to clean it. Rub some AS5 in to the top and the heatsink wipe with a lint free cloth and then aply a dab of AS5 to the cpu and mount the heatsink.
