Wow, that sure is alot of Hard drives! What size is your case to fit them all in?
With that many hard drives I would reccomend a 450-500W PSU. According to extreme PSU calculator the peak power draw, i.e. the max power it can possibly need is 416W, so get a bigger PSU than that.
As to brands, i cant remember if it was this forum where we had a thread with quality hard drives or a different site. But any major name player should do, I'm sure others will be able to reccomend you in that area.

your gonna be hard pressed to find a psu with 10 Sata Connectors, your gonna be relegated to using converters for the sata drives. ALso finding at a minimum 11 Molexes is also gonna be hard. This could get expensive.
Your other issues is all those drives pull from the 12V rail, so you need a PSU that has a real beefy 12V rail, also could be expensive.
It would be far cheaper for you to get 2 500GB Satas or 4 320GB drives
The problem is you really only need 500W drive, but finding something with a beefy 12V in that area with the right amount of connectors is impossible
Tagan Offers 10Sata but only 3 molex
http://www.newegg.com/Product/Product.a ... 6817101014
This has 6 molex and 6 sata
http://www.newegg.com/Product/Product.a ... 6817256007
If you replace the 80, 120, and the 4 200GBs with 2 of these http://www.newegg.com/Product/Product.a ... 6822136014 then its doable. If not your out of luck. Its not doable, not from a power standpoint, but just down to the fact that no harddrive can offer that amount of connectors on a desktop platform
And I know of no case that can accomondate 12 HDDS

I have a Lian Li PC-75, it will accommodate 13 HD's depending on configuration. Yes I have the Lian Li EX-23 and love it!
Lian Li PC 75 has 7 external 5.25 bays, 3 external 3.5 bays and 5 internal 3.5s
If you run one ROM drive and one floppy you have room for 13 HD's!
This case has (6) 80mm case fans, also the EX-23 has another 80mm and then whatever your PSU has, so cooling is excellent!
So far, I have not found another case that compares!
