ATI Radeon HD 3600 Series Unstable FPS

Good Afternoon,

I have Bought a new Graphic Card last night and the quality is good,but for some reason,the graphic are kinda unstable,its keep dropping from 60 fps into 15-25 fps..after 5 sec,it will raise into 60 fps again for 15 sec,and then its keep dropping...Here's some screenshot i take from Aion game

and after 15 sec,its dropped to 20-27

This also occured even if i didnt move the camera..The same problem also happend on a game like Counter Strike 1.6,Warcraft 3 and etc..

Tested The GodFather 2 and Same Problem still occur..For non-reason the fps drops for certain sec and regain back...

From 70 fps drop to 40 fps in da same scene for 10sec and regain back to 70 fps

Any Solution to this problem??

Here is My Spec:

Processor: AMD Phenom II X3 710 2.61 GHz
Ram : 2gb DDR2 Kingston
Graphic : ATI Radeon HD 3600 Series 1Gb 128-bit
Monitor : Acer V203H

Well the HD 3600 card is pretty dated now. And there is no such thing as stable framerates. Every video card is going to go up and down.
