are you saying that bandwidth does or doesnt scale with frequency now?

Here the higher the rated speed - the higher is the bandwidth.
I just said it above :)

Since the memory controller is on die, there is no northbridge to limit the FSB, so with Sandybridge and above, the faster the RAM is the higher the bandwith. Timing is not important - frequency is.
