DDR2 Speed

Currently I am running DDR2 @ 800, I may have to install a new MB, some motherboards say they run DDR2 faster than that. Is that true? Does the motherboard decide the speed?

Yes, you are guaranteed to be able to run at max frequency that is stated in both motherboard and RAM specifications. It is also worth looking at newest BIOS updates, since they sometimes unlock a few more MHz.
