Help With Start up Problem

I have a Jetway 939GT4-SLI-D motherboard. It has a little debug led on the bottom of the Board and it reads FF currently which the back of the manual says this "Boot" - "Load Boot Sector"
Does this mean I have a hard drive problem? Any Ideas, this computer just had a motherboard replaced in it. Now it won't post at all a month later, new motherboard. the other motherboard was dead though. Could the PSU be dying and taking things out with it? etc. Could use some ideas, this is my parents computer.

it may be the video card. it probably isnt seated correctly

The video card is fine and was seated correctly. This computer died a while back, and I just recently replaced the motherboard. It was running fine for a while, and now it won't post.

Grab a multimeter and test the PSU.

yeah just make sure you put a small load on it like a fan

well I decided instead of trying to find our old multimeter to just put in a power supply I knew was good from one of my other computers. Now it still won't post which makes me think the mobo is once again fried or something. I think I'm going to get a power supply out of one of mine I'm not using much and then go borrow a 939 mobo from someone else I guess and see if I can't get it up and running. Anyone Got a 939 just collecting dust? I don't want to buy another brand new one 2 months running.
