As the cable companies improve the infrastructure it has become less and less vulnerable to that type of attack. While all the people in your area are on essentail one cable the surrounding areas are all independent nodes linked with highspeed fiber optics to the main hubs at the cable co.'s hq. This makes it very hard to take down the whole system. Unles they decide to use windows.

among the others are power failure, service failure, device failure, and of course competitive cost. (if the cable co "owns" the neighborhood, do you think the cost will be low.?)
cable is rarely UPS equipped, after /during a diaster/emergency cel towers/phones, cable will ferquently be overloaded/unavailable.
You can request minimal service, (ie no long distance, no features,and and use it as and inbound/emergency oly line, use the VoIP as outbound and long distance line
