Are you going to get some new Ballistix modules in to reflect the change they've made in their spec?

Apparently they can't screen enough IC's to maintain a 2-2-2 spec and have dropped it to 2-3-2...

Kingston doesn't have a Fab, hence they don't make RAM's. They might buy bare die and have it packaged with their name on the IC, or they might have purchased blank TSOP's and had their logo burned in, but they didn't make the silicon inside...

Man, that's a lot of memory. Assuming those are all 512MB DDR1 (I know they aren't) modules there that's a bunch of RAM.

You should RMA it directly with the mfg then and hash out who pays for shipping with them... Or, you could choose to take your business elsewhere next time and pay more for every component because they're building the cost of paying for the shipping on the occasional defective product into the price...

Not going to happen for $1K US...

A realistic goal is probably closer to $1.5K US...
