The medical aspect that would be entered into this database should only have to state wether the person is in there right mind enough to own a firearm, nothing of the persons condition would need to be released, only that they are under a doctors care and should not be allowed to own a firearm cause...

I totally oppose your idea of a national database for medical conditions as that is a violation of my personal privacy. If a judge doesn't have the right to my medical records why does the state? The speakers I have and my sound blaster audigy 5.1 will not and most others that I have seen will not play MP3's in surround sound, yours are the first that I have heard of that does.

You should do fine with default settings, one thing to remember is that your not going to get surround sound from normal MP3's, DVD movies you will, and "some" music CD's you will.

When doing Linux on the same drive as another OS, it is better to install linux first then install the windows OS, linux reguires more than 1 partition something you can not do without the posiable risk of data loss if you already have windows installed.
