I currently have a Stealth Radeon 9250 ATI PCI graphics card, and I'm trying to fix the refresh rate on my computer. I'm not sure what the computer terms are to this issue, but when I load up a new screen in a video game like final Fantasy 11, or am using the Internet, my refresh rate (I think) tear...
