Well, I've been testing it, and it looks like that weirdness I saw went away. Now, it has about .08 vdrop and no vdroop at all, but no increase either. Is this good, or do I want some vdroop?

So, get this. My board had yucky Vdroop, so I decided to do the pencil mod to get rid of it. I shaded the transistor a bit, tried it, and it got rid of a bit of vdroop. I shaded it a lot more, tried it, and it got rid of more. Tried it again, even more shading, covering the entire transistor, and it...

So, I bought a heatsink and succesfully booted up my computer with a Q6600 at 3.6Ghz! However, it took some time to get it to boot up, and I'm worried that I might be using too much voltage. You enable Speedstep in the BIOS. At least, I do...I have an ASUS P5E. It should be under Advanced>CPU Configuration.

Cool, man. I checked out the specs (G.Skill 1066 DDR2 2x2GB) and it said 2.0-2.1V. I've recently overclocked my processor to 3Ghz and I've set my DRAM Voltage to 2.1. Great! I went into the BIOS, saw the Intel Speedstep Technology, and disabled it. Processor is at 2.4Ghz constant like I want it. Thanks! As for the RAM timings...how do I make sure there's enough voltage? Also, is it 2v or 2.2v I should set it to? I'm using 2x2gb sticks, by the way, if that changes...

Sorry, maybe tearing is not the right term. It's not VSync. What I see are lots of jagged, opaque lines streaking from various objects on the screen. Maybe artifacts is what I'm looking for?
