I voted XP Pro 64 bit for the extra memory addressing and a couple of minor quirks. Very little practical difference though between 64 and 32, so I'd take the cheaper. :)

The price to performance ratio is just about the same. Adding an aftermarket cooler to either one will give you significant overclocks from what I've heard, from people who mostly have been using the Accelero S1 by Artic Cooling. They also come with that "glaciator" or whatever heatsink that I cannot seem to find any information on. I was looking at stock cards that come with a different heatsink by default and found gigabyte with a zalman and asus with their mystery metal.

Does anyone know what the price point of this card is expected to be? And the style of that hardspell review was not that helpful at all to me for some reason, something about the long list style with tiny details embedded in pics.

Clearly the over current protection never did become active, Normally over-current protection would be activated when output exceed the rail specification by ~1dB. For a typical single rail 12V@40A PSU that would be ~45A , unfortunately 20A would already be enough to melt and burn that power cable ...

so basically you plugged in the floppy drive incorrectly and fried some things as you were one pin away from where you should have been... basically your grounds were hot and the hot was a ground... Any PSU would do this right? I've never seen this happen before, but when plugging stuff in quickly ...
