To get the ping on the server browser under Windows Vista/7, you have to run BFBC2 as admin. There's a particular way that they handle the ping request and it's not through the typical ICMP packet so in general, it requires elevation. Or turning UAC off. I think mainly, AMD's partners just needs to drop their prices down to MSRP, since all their 5xxx series cards are selling for above MSRP right now. After that, they should be able to maintain sales against the 470-480 as their cards are comparable, for less cash.

A 32bit binary and a 64bit binary are roughly the same size once compiled and linked. What matters is that a 64bit binary cannot work on a 32bit architecture OS because they call instructions that don't exist on the 32 bit machine. That's a hard question to answer. Right now, most the the AAA titles aren't using all of the RAM except in some isolated cases. But I remember at GDC this year, I attended a talk that mentioned that since users were starting to get quad cores and 64bit systems with 6 GB of RAM installed by default, ...

A game does not necessarily take advantage of the 64 bit instructions in the 64 bit operating system, but it will (probably) take advantage of the more than 3~4 GB RAM that you install. Are you by any chance running a RAID of some sort? It could be the RAID has become degenerate and it's sitting there verifying itself before the computer is responsive. I had this problem a couple weeks ago and solved it by removing one of the drives and replacing it, then telling the RAID to rebuil...

Aircooled with the TRUE
OCZ Gold 6 GB RAM
2x Western Digital Caviar Black 1TB in RAID 1
Dying XFX 9800 GTX+

Probably will replace the dying graphics card with a Sapphire 5xxx.
