Any major hospitals up your way? It could be the radioactive isotopes they use in testing. While being very radioactive they have short half lives so while they require some security it's not like Doc can use it in his Delorian.

You do have issues with waste, but not a lot of it. Modern plants don't use rods and heavy water anymore they use pebble beds with gravity feeds which limits meltdown potential to the point where it really ceases to be an issue. Those clicks are most likely relays in your power supply tripping. Think of it as 4 shutdown procedures. You hit shutdown, whose job it is to turn off the 4 switches that actually control different aspects of your computer, the first two relays trip, click, click, and some stuff goes off, but the ot...

I'm using a CoolIt Domino, which is about a 60 dollar self contained water system, on my 920 and it works like a champ. Super quiet and idles around 36-38C. I've stressed it pretty hard with video rendering and it hasn't gone much higher than 60.

My favorite English phrase is "knocked her up." In the UK it means you went and visited a woman, in the US it means you got her pregnant.
