No, the BIOS jumper is not the problem 100%.
Maybe shorting, but also check all the cables on the motherboard.
Strange, anyway...

Personally, with the card you own, I'd wait and see what is nvidia cooking. And don't think the CPU will "hold back" your PC for any game.

You won't notice any difference in everyday use between 8xxx and 7xxx. Yes, there is a difference but how often are you going to load the PC heavily? Also, if Intel was playing fair, maybe AMD could have made more money and spend more on research and development and comercial and made even more and gave us better, than this "crappy", processors. ;)

It is, but with few PCI express lines (16). Running SLI or Crossfire will split those 16 in 8 for each card.

You can't notice 2 vs. 3 channel RAM configuration in everyday use.
If you want to run SLI or Crossfire go for 920, else 8xx.

So, I guess it's up to the graphics :)

I fully agree with Major_A. Will sufice (even if she is going to encode video :) :P ). For those things she won't need anything more powerfull. You probably had 9550 with 64bit memory bus. Mine was 128 bit, and the heat sink was just above 8 sm. So, fitted nicely.

Yes I attached 8 cm fan to the graphic card.

I guess it's up to the sample you have. I have Inno3D Radeon 9550 (gpu/ram 250/200MHz) with passive cooling. And as I know the core is same for 9550/9600/9600pro, just the speeds are different. I attached 8cm case fan and managed to push the card to 500 MHz for the gpu, and 227MHz for the memory and...
