Saves energy when your PC is at idle. Iirc, it's part of the Intel Speedstep feature so you really can't change the multiplier. You can keep it at its maximum if you disable speedstep on your motherboard.

Yep. Those building their own PCs opt for discrete graphics, but majority of off-the-shelf budget PCs and laptops still have integrated. I reckon 100% of gamers have discrete graphics cards, but the rest of the population would probably forgo the additional expense.

Noticeably? No, not really. I've got mine divided into three partitions - 10GB OS & programs, 4GB swap, and the rest data (includes Documents and Settings folder). I realise separating the OS and swap file to different partitions even lowers performance a bit, but at least now I don't run out of...

Yet another vote for Gparted. The LiveCD works extremely well. I used it before for partitioning multi-boot XP & Kubuntu. Now I use it all the time to prep hard drives before OS install.

No permissions necessary. I'm guessing you just didn't copy "DGDecode.dll" from the "C:\work2\Initial Setup\" folder to the AviSynth plug-ins folder (C:\Program Files\Avisynth 2.5\plugins\).
