It looks fine to me. There is at least one CPU on Gigabyte's list that is 3.0Ghz, so I don't think you should have any problems.

Do you have the latest driver for your video card? Have you installed all of the available Vista updates. I noticed a significant improvement in frame rates when I updated Vista with all the latest fixes.

I've read reviews on the Palit 1Gb 8800GTS, and it doesn't seem as if there is any real benefit to having the 1Gb of memory as opposed to the stock 512Mb. In your BIOS there is an option to select which boot device is accessed. I've seen some BIOS' that don't have the hard drive selected as default. Set your hard drive with windows installed as your first boot device.

XFX is a great brand, that is the brand I'm currently using. I've also used BFG in the past, also great. When I buy new video cards for myself or others I'll usually only buy between BFG, XFX, and EVGA, whichever is offering the best deal.

I suspect the answer to my question is 'Yes,' but does one have to run a UPS with equal-to or more wattage than the equipment you're running? If I have a 700W internal power supply and my monitor uses 120W, does my UPS have to be at least 820W to run them?

How long have you been using your current install of Vista? Is there a possibility that some motherboard drivers may not have been installed? Either way, I'd suggest downloading the newest drivers for your motherboard, and also updating the bios.
