I worked for years in tech support for an isp, you'd be amazed how many times it comes up. Eventually you get tired of it and ask all the customers just to reset the router.

Can't I just install all drivers afterwards? You can if it boots, but your registry will be all messed up and your boot times will probably be slow. I miss Lucky Patcher, and not for what you think. It has a built in adblocking system that modifies the Host file like you do with Windows or OS X. Have you tried a different stick of RAM in that slot?
Is there an updated bios for your board?
Try manually setting the memory timings in the bios & add 0.1v as well
