If it says your firewall is "On" but Windows Firewall is "Off" it probably has a 3rd party firewall, Nortons, ZoneAlarm...etc
I know you say this comp has never been on the internet, but is it possible someone has ran Windows Update?
One of the updates last week interfered with firewall setups, especially if you have a 3rd party firewall!
I dont know if that will help but I've had to uninstall Win Update KB951748 on 3 comps that could no longer connect to the internet.
Just a thought!

Try telnet

Goto start / Run & type "CMD"

Then type "telnet 192.168.1.254"
If you get a prompt asking do you want to allow access, you have a firewall.
You then have to either reconfigure it or uninstall it.
