Thanks Skipp, I read about (VDSL) a long time ago but didn't realize that's how AT&T was doing the IPTV stuff. Thanks for the info.

Isn't that policy common in the UK/Europe? This is a new concept to us here in America and frankly I think it sucks. Isn't the point of having a high speed line having the ability to acquire large amounts of data? I mean hell if you check out 3 HD trailers on Apple in a day that's close to 500MB. If this is the new "norm" we should have the ability to view websites as text only. All those damn advertisements and embedded flash movies use bandwidth.
Actually most ISP's in the EU now advertise their caps and normally throttle your speeds when you go over.
They found that charging per mb when users go over their limit only causes "problems"

VDSL is very distant dependent and won't work for most users who are far from their local exchange / rsu.

IPTV can be deployed easily over ADSL2+, as long as the line conditions are ok.
An IPTV video stream requires ~4.5Mbit, so that means you need ~9Mbit if you have a PVR box.

That's why we spend about $5 Billion a year in deployment to ensure these technologies reach our customers as quickly as possible. I don't know very much about the IPTV services to be honest other than personal experience with them. I chose to stick with my DirecTV over the Uverse TV quality as it's to compressed for my personal tastes.
