But on the other hand, if it still is throttling down clock-wise, it will also be messing with the voltage.
As long as you are testing stability with the CPU at full load, this isn't really an issue as the volts will go up to what you set them as.

Ok I see.
I have tried many overclocking tests but all always fail, even in the most conservative overclocking. When I just changed FSB from 1066 to 1100, leaving everything else the same, the machine would not succeed on the memtest. Even if I raised the CPU volts it would not succeed. Memtest would always display errors and an "Unexpected Interrupt - Halting" message. When I underclock back to FSB = 1066 leaving the CPU volts as before, the system would work stably.
I assume that my CPU volts are increased by increasing the CPU Voltage variable under the Cell Menu of the BIOS, which I changed from 0.00 to 0.025. This is the increase I tried when setting FSB to 1100.
If my machine loses stability in the most conservative overclock, then I must be doing something really wrong. What could it be?

First make sure that it is memtest86+ that you are running.
Second, memtest86+ is testing the memory and nothbridge subsystem, so if you are getting fails on that then you need to change something to do with your memory/northbridge.
I'd recommend giving this guide a read to understand further about how you should go about overclocking.
