Try going to My Network Places, then on the left click "View Workgroup Computers"
You should see the PC there. If you can see it, you can map the shared folder in My Computer via the tools menu
The new computer does not show up in my workgroup :(

Thats what surprises me, I've built numerous computers for myself, friends and family and I've never come across this before!
I always put a new build on my network for updates and software downloads and they always at least show up in the workgroup once I run the network wizard.

I'm at a loss at the moment!

Has anyone ever used wireshark?
It has been recommended by one of the IT guys where I work, and of course I dont know anything about it. I'm hoping someone here can help a little since the guy I know at work is a hit and miss situation.

I wouldnt bother with it for your situation. You know the router is working as the other pc's are connected ok.
to find out the main pc in question is, just see if you can get online

if you want to use wireshark, install it on another pc and then tell it to sniff the packets from the pc which you cant connect to,
if its working ok, you should see udp packets using ports from 135 through 139 in use.

EDIT
Also i noticed you have zone alarm, uninstall it! it's a POS!!
This is most likely the cause

Since this is a new build, is there anything on the computer that you absolutely cannot lose? If not, I'd suggest a clean install of Windows XP. Then, test network connection and file/printer sharing before you install any additional programs.

Addendum:
Quick check:
Control Panel -> Folder Options -> View -> Advanced settings -> Simple file sharing
Is it enabled or disabled on all computers?

I have internet access!
Wireshark was suggested to see if NetBIOS is operating properly.

As stated in an earlier post ZA has been uninstalled and that did not help any.

wireshark isn't too difficult, just look out for udp traffic on ports 135 through to 139. (netbios ports)
