If this costs too much, downgrade the OS to XP Home before you change anything else. If monitor response time isn't a big issue that should be next to change

Sorry I cannot be of more help, but all I can recomend, is going for:
1. Core 2 Duo E6400
2. Asus makes several motherboards that easily fit you budget.
3. Any case that takes ATX, and comes with atleast a 450 watt PSU.
The rest of the $800 can go to the other components such as video card, RAM, etc.
Here is one of the best sites for computer components, I got a lot of good deals from them that way surpases neweggs

holden_m has some good ideas, all of those will do you well.
My recommendation is actually none of the above, if that $800 is yours than simply fold it up and put it back in your pocket. Never compromise quality for price. Just wait, save up enough for a system with good components, I waited 2 full years, with a 900 mhz P3 and integrated video before getting enough money for a Core 2, water cooler, 7600GT, etc. Take your time and google [/u]every product you are thinking about putting into your system, and remember, skimp on performance, but not quality.
Just remember, don't buy on impulse, and have patience, the next generation of video cards are coming out, DDR3 maybe coming out soon, Intel and AMD are readying new chips, all this means that the current generation will be getting cheaper.
