my system isn't overclocking right in vista

I have the newest bios. my set up is as follows
amd 3600x2 64 in windows vista it was 24/7 stable at 2.8 now it won't budge past 2.4
3gb ddr2 pc26400
biostart nf520-a2 motherboard
I for some reason can't change my multiplier so thats out
It's stuck at 9.5
Now the unexplained part
In windows xp I can raise my fsb to 290 leaving my ram at 533 and it raises to 790mhz
and my cpu goes to 2.8 I can do any tests and everything is 100% ok. 100% stable in every aspect....
NOW VISTA
I've seached EVERYWHERE ONLINE for this googled 1000 times. NOTHING
I like the way vista looks and if I could get my performance back I'd be fine with it
but, I lose like 10% total performance just on not being able to overclock properly
then like 5% it seems but, most say 10% on games. Thats 20% off Kinda a big deal
I really don't mind the system performance loss I'll get but, now my entire system is slower on top of it
In vista I can't raise my fsb past 260 no matter what the ram is set at. I change the latency from 4-4-4-11 and memclock at
667 and it runs at 260 stable then around 265 it won't go past the splash screen
then change my entire set my timing to 5-5-5-15 it boots at 260 but, once again not at 265
now I lower memclock to 533 it boots at 260 but, not 265. This makes it appear like its my cpu. But, I've never had this thing get stopped at 2.45 at all. I increase the volts basically I've seen that splash screen freeze 200+ times and everytime it boots fine at 260 but, won't budge at 265...?????
It was just stable at 2.8 in xp how can it differ?
