If you run DOSBox yea :)

You just have to mount drives to it every time you run it, but I've never seen a current rig(current as in from 2000 to now) run DOS on it's own to be honest......Older versions of Windows could probably be done in VMWare, I just never tried with older versions

it should be able to but to know for sure you can only try. but one question why do you want to run older versions like 98 and 95 unless you have a ton of old games i dont see a reason to. we have a old computer with 98 on it but it wont run some of the old games we got so i think they must need 95 but the ones we have for 98 will run on this and its got XP on it if i upgrade ill go to windows 7 with a whole new tower cause this ones old and slow. so im just wondering why you want to run older versions

Use virtualization. I favour virtualbox: http://www.virtualbox.org/
