http://www.nocrash.com/ncbbs/msgs/162.shtml

TONS of info there

or http://www.kellys-korner-xp.com/xp_haldll_missing.htm explains it also

this loooks nice..

HAL.DLL MISSING OR CORRUPT ERROR MESSAGE
If you get an error regarding a missing or corrupt hal.dll file, it might simply be the BOOT.INI file on the root of the C: drive that is misconfigured.
Here's what to do:
1. Insert and boot from your Windows XP CD.
2. At the first R=Repair option, press the R key
3. Press the number that corresponds to the correct location for the installation of Windows you want to repair.
4. Typically this will be #1
5. Type bootcfg /list to show the current entries in the BOOT.INI file
6. Type bootcfg /rebuild to repair it
7. Take out the CD ROM and type exit

another one

1. boot from CD-ROM with windows setup disk in drive
2. recovery consule ("R")
3. chose installation (1: WINDOWS)
4. from command prompt
a) chkdsk /r (took 30+ mins / p4 2.8Ghz 1GB RAM)
b) bootcfg /rebuild ("yes" to save upon completion)
c) fixboot
d) fixmbr

and PLEASE stop using those hard drive cleaning programs - they suck :) - just my opinion and in no way reflects on any sponsors that might be advertising on Legit Reviews at this time  :)

recovery cd from dell... hum not sure how those work... is your PC set to boot from CD-ROM before Hard Disk?

most dells recovery cds just re-image the drive, unless you have XP pro then they should have sent the XP disk with the machine.

dells also have a hidden partion on the drive that will format and reload XP, when you turn the machine on hit CRL+F11 and that should kick start the re-imaging program. follow the promps. make certain when you do this that you have tried everything else, it will WIPE the drive.

If you have a buddy that has an xp disk you can do the recovery with it.

as for making it boot to the cd, when you turn it on hit F2 that brings up the boot option box to choose what you want to boot to.

Read this before giving up on your data as lost! If the BOOT.INI fixes don't work this just might. I had to learn that the hard way...hence the thread I just pointed you to.

Sinatrad, did you read the link I posted? It's a bit long, but if you value your data it is definitely worth reading.

Side note: I knew that guide I wrote would come in handy some day...
