do monitors make a difference graphics-wise, between a '95, a '98 and an '03 flatpanel, is the appearance completely different, or is it all up to the video card, chipset, and OS?

The maximum resolution of each of them will effect how each will look, but the main difference will be response times. With the older monitors you would expect them to have longer response times which can give bad effects like ghosting and smearing of fast action movies/games.

I'm running a 2K5 Dell 24" flat panel. Aside from having to achieve insaine resolutions to get it native (1920x1440) I've never had any gaming related problems. Even at 104fps in BF2.

YES... they make a huge diference... today any thing above 5-6 ms is bad for gaming.... prefer <5 ms
Also anything smaller than 20'' is also not so good... (prefer WS monitor)

Yes! The quality of the panels has come a LONG way....just looking between my 2004 lappy LCD and my 2006 22" Dell the colors are MUCH truer. But make sure to keep it supplied with the pixels you need, graphics cards and processors are what that is about.
