Are you not assigned a new WAN address each time you connect to the internet? i.e. disconnect and reconnect the router.

Maybe they can block your games serial or user account or something else? An IP ban sounds a bit complicated to enforce (as most peoples IP changes each time the connect to the internet)

Have you tried disconecting and reconnecting via your router config page?
If you run "ipconfig" in a DOS prompt, do you get a 192.168.*.* address or another?

It all depends on what WAN IP (public IP) your getting and if it's dynamically assigned or static. (As Dan mentioned)

all you have to do is unplug your modem, wait a few seconds and then plug it back in.

If it doesn't change give it about a week and try again.

The 192.168. blah blah is your IP address on your local network, i.e. between your PC(s) and router. The 238.etc is your WAN IP and is what they will have used to ban you using an IP block. To change this you have to reboot your router. (They can't see your 192.168.blah blah so you don't need to change that).

Actually you need to reboot your dsl/cable modem to get a new IP assigned.

Although the router reboot should not be needed its wise to Reboot both!
Turn both off, then turn the modem on let it boot completely then turn the router back on and let it boot!
That should change your WAN IP.
Hopefully that should help alleviate your ban!
