From ASUS:
After confirming with the PM for this motherboard, there was only 500 pcs that had the old fan present.

All other AT3N7A-I sold in USA come equipped with the new fan.

Additionally from what was communicated all of those 500 were sold to one customer.

I am trying to confirm on details that might be related to other regions but that may take longer is it is does not have to do with ACI and any of our internal connection contacts or sales information is only accessible by that region or HQ.
It appears that 500 motherboard were shipped out with the old fan to a customer outside of the US and that my US contact doesn't have much pull with that customer as they do it by region or over in Taiwan.

I'd personally suggest contacting the place you bought it to see if they can order in a new sku for you from a different distributor. I'm guessing that both of you guys bought from the same company or the store you bought it from got the boards from the same distributor.

Thanks very much for this information so far :-). I guess I will try to send an e-mail to my retailer indeed, with a photo of the current fan so maybe they can compare with (hopefully new) other mainboards.

Anyway, if your contact receives new information, I would be happy to hear about it!.

In the mean time, I have bought a Scythe S-flex 12 CM fan running at 800 rpm (attached to the CPU fan header) and mounted it in the case with some double-sided tape at the bottom. The fan blows a nice breeze over the mainboard, to the left 6 CM outtake fan. The right fan is disabled for now because it does not run as silent as the left one and cooling seems to be enough for now. All temperature figures I can get from the motherboard sensors and Nvidia utility stay under 40 C, even when playing 1080p content.

My board which was purchased from Buy.com in the USA about three weeks ago has the noisy fan. It's exactly like the picture you posted and spins at about 6300 RPM.

I called ASUS USA shortly after I got it and after getting through some confusion with the CSRs there (initially, they weren't able to find any info on this product at all), I was able to place an order for the replacement fan. A couple weeks later with no fan, I called to see if there was a problem. They said the order wasn't fulfilled because they were out of replacements. They said I could return the board at my expense which I declined, partly because I have doubts as to whether they would actually fix it, and also because the cost of shipping would be more than that of a fan. They also declined to send a replacement from somewhere else or to give me a small credit to order one on my own.
