Charter Communications contracts the work to do the work you are talking about. It's a simple matter for Charter to go to their contractor and have them restore your yard. It's more than likely in the Scope of Work that the contractor agrees to abide by. Their contractors are required to carry ample insurance and are bonded. If you go to the local office and ask to speak to the project manager or construction coordinator/supervisor I am sure they will be interested in hearing that the contractor is creating "pissed off" folks. Remember the contractor is here today and gone the next. Charter's rep should also understand that and likely has had to enforce the standards set forth in that scope of work.
Good luck! If Charter hasn't paid all of the contractor's invoices they may be able to get the contractor back. In any case you can always file a claim. Charter is also insured.
As far as where the "Boxes" or pedestals go in the front is better for a lot of reasons. As far as the home owner is concerned would you rather have technicians in your back yard when you are not home? They have unfettered access to their facilities in a right of way or utility easement. If an outage occurs and they have to fix something that has been burned up would you like to listen to them working on it at 3am through your bedroom window?
Where are the other utilities? Are they in your backyard?
