Couldn't have said it better (but I'll comment anyway :) ). It is the responsibility of the owners of a wireless router to secure their shtuff. By leaving it unencrypted (by their choice) they are giving permission to anyone to connect and use their connection.
I work for an ISP, we used to supply our wifi routers without any WEP....We sent out basic letters stating it was upto the customer to enable security.....We were forced to change this and now ALL routers are sent with basic WEP setup by default!
I think it IS technically stealing, Your pc doesn't connect automatically to a wifi connection unless you tell it to, it then will reconnect automatically :P
