I'm hoping someone can help me with this.
I'm trying to figure out how to make a picture small enough to use as my Avatar. I can downsize it to 100 x100 pixels but I'm having trouble reducing the file size down to 9.28 KiB. I have tried IrfanView, Paint, and Kodak AiO so far but I'm not having any luck with them. I don't know if I'm missing something with these, or if I need to try to find another photo editor. thanks

Thanks for your response. I tried the link you suggested and I'm having the same problem, I can reduce the picture size but the file size is still too big.
I'm sure it's something simple, I'm just missing it. Thanks

what file format are you saving it as?
Try limitting the color pallette.

Adjusting the color pallette did the trick, I knew I was missing something simple. Thanks for your help :)

for reference, i'd look at RIOT (Radical Image Optimization Tool) it is great for resizing and compressing images

Thanks for suggesting "RIOT", I just downloaded and installed it.
This will come in very handy since I have several pics I need to work on, thanks again. :)
