Even though I'm on the Do-Not-Call-List, we get these weird calls from out of state that are hangups with bogus numbers for a week or two three times a day. Then, a number, with the last digit changed, calls and asks to do a survey dealing with certain products. Next, they try to coax you to consider purchasing either that item or a competitors item at certain retail stores. They are not selling anything, but are just tooooooo sneaky lately to work around the Do-Not-Call law on the books.

So, I've searched for these numbers on my caller ID. There are fourms out there that deal with these mystery numbers and who they belong to in the telemarketing world.

I hate their tactics of pattern calling for a week or two. This is like a person who were to stalk your residence by calling to find out if you're home or not. This way they can rob you.
