DX11 and Win7 are becoming more compute-intensive, whether it be for AA, Tessellation or for things like CUDA/PhysX and DirectCompute. You also have programmes such as Adobe and AutoDesk that tie-in to GPGPU, or video transcoders who use it to reduce conversion times. The amount of textures and shaders, etc. is what consume the vast majority of the GPU memory and those are screen resolution independent.

That's how they move older memory stock. They have a bunch laying around. Find a low end card and slap more memory on it. Put a massive sticker on the box declaring "4GB!!!!!!" and some schmuck buys it because more memory means better.
That is unless there's a reason that 4GB on a video card would be practical in another situation.

My test bench already has a GT 430 on it...we could prove it out pretty easily

Ostensibly we would like them all to be posted and on the front page as news items. However, since Nate hasn't been able to find a reliable, dedicated person to handle news posts, he doesn't have time for all of them. So if you know anyone who needs some income, has time, can write well, has reading comprehension skills and enjoys technology, the opportunity is there for the taking
