Windows 7 Strange Startup Behavior

So I've installed RTM on both my machines. However, what I haven't been able to figure out is why I get a black screen with a cursor (for about ten seconds) after the "Windows flag" animation. The machines (both desktop and laptop) boot fine, I just don't understand why I'm getting this black-screen-with-cursor...

Anyone else see this?

Some possible solutions:

- Turn the monitor off and on to refresh the connection.
- Boot into safe mode and uninstall the graphics drivers.
- Try a new graphics card if possible.

The monitor has nothing to do with a "black screen with a cursor." There is a proper video signal, it's something with Windows.

I tried using MobilityModder to force the "newest" legacy drivers in, but even after following the instructions to the letter and using DriverCleaner, the installer complained that "Catalyst is already installed." Except it wasn't.

I can't exactly replace the GPU in a laptop, should have been more clear about that. It's at least a 20 second delay, which is REALLY annoying...(I timed it).

Microsoft has horrible drivers, you shouldn't use them. Be sure that you're running the best possible drivers for your graphic card, just for best performance and functionality.

sounds like a possible video driver to me..I haven't tried Win7 yet, but I did have a similar delay with my video driver in Vista before the 190 series (nvidia)..Is it doing it to both machines?

I'll have to look, I haven't properly rebooted my desktop in a long time. But the laptop does do it, and I'm stuck on Catalyst 9.3.1 (I think) since anything newer (tried 9.8) run through Mobility Modder results in "No driver was detected for your ATI hardware, please install one" for some reason. I have a new OS (Win7) but an old videocard (X1300 Mobility).

x1300 is a bit on the "ripe" side of things but I would still at least expect the very minimum with that gpu if nothing more..
