How can I reinstall the Hal.dll file?

Hello people I'm extremly new to this and I need to know how can I reinstall my Hal.dll file if my computer won't even go to the log in menu or even go to a command promt thing need help (I even press f10 and f8 and it still won't let me go on my computer) If you can help me please do
