I want to modify an animated gif and want to download a program (free if possible) for making and editing animated gifs.
Any advice on best program and web site would be appreciated.

If you already have photoshop you can create and change .gif files, if not, just google search "animated gif creator" and you can find a ton of shareware programs

GIMP is a great piece of software if you don't already have Photoshop. Just download it from http://www.gimp.org/ (you can find the windows installers here http://gimp-win.sourceforge.net/)and check out this tutorial on animating with GIMP http://www.gimp.org/tutorials/Simple_Animations/ to edit an animation, just open it with GIMP and it will automatically be separated into layers for you. Pretty easy to use, and there are some good tutorials out there just for GIMP. Good luck.
EDIT: Oh you'll also need the GAP (GIMP Animation Package) which can be found on the download page. Or, instead of going through the hassle on installing it (such pain
) you could just use this one http://portableapps.com/apps/graphics_p ... p_portable it's an older version but I carry it around with me in case I need it while at another computer.
