3d screenshot
Is this possible to do. Take a picture and move around your character at 360 degrees?

Are you talking about taking a video and moving around a character in a game? that would take either an animated gif file (like a picture file) or an actual video.

not like a video. Kind of like when you pause a game how you can rotate the view around your character.. I doubted 99% you could do it. But, I then figured it seems almost anything is possible

I still don't know what game you are talking about, but anything where the camera is moving is going to be a video or animation.

for example need for speed carbon. You pause the game and you can use the mouse to click on the car and move freely. I was curious if there was any way for you to take a 3d screenshot and after the game is off rotate it freely.

That would only be possible if you could extract the model of the car from the game with a developer tool

no you could not take a screenshot and rotate around in it unless you also captured all the geometry of all the object that exist in the scene... and more then likely the game would be clipping (ie. not showing a lot of these in order to speed up processing)...
