Dumb questions...
1)Did you burn the ISO as a data DVD? Because you need to burn the DVD using an image file.

2)Do you have your DVD drive to boot before your hard drive(s) in the BIOS?

I've been using Nero so long I don't know what the options are for PowerISO. I do know that CDBurnerXP has a menu system similar to Nero's Smartstart.

Try CDBurnerXP and burn an "Image File", I believe is what they call it. When installing CDBurnerXP watch out for the installation prompt for Ask Toolbar and it's accompanying crapware.
